Septic rules in Polk County

DOH-Polk, the Florida Department of Health in Polk County, handles septic permits and inspections from a mailing address of 2090 E. Clower St., Bartow 33830; call 863-519-8330 or email polkcommunications@FLHealth.gov. Fees can be paid in person, by mail or online, though the page doesn't list them. Thirteen places of more than 10,000 people, Lakeland, Poinciana and Winter Haven among them, total 394,784 residents, which undercounts Polk. In EPA's inventory the City of Lakeland serves 193,297 people and the Winter Haven Water Department 87,537, all from ground water.

The inventory tracks drinking water and leaves septic out of it. If you're doing the work on your own owner-occupied single-family home, state law exempts you from septic contractor registration, though every permitting requirement still applies to you.

Who permits septic systems

Inspection at sale
The county says it has no such rule. Section 381.0065(4)(v) of the Florida Statutes says no government may mandate a septic inspection at the point of sale, and the permit transfers with the title.
Permit steps
Fees are payable in person, by mail or online.
Installers and evaluators
An owner working on his or her own owner-occupied single-family home is exempt from contractor registration but not from permitting (s. 381.0065(4)).
Still to confirm with the county
DOH-Polk's page says how to pay but gives no fee amounts.

Rules and fees change every year, so confirm a line with the health department before you rely on it. "No rule found" means the pages and code we have say nothing on that line, which isn't the same as the county telling you there's no rule. To compare counties, use the county rules lookup.
