Riser and lid installation · Florida

Is your Florida septic lid buried or cracked, and does adding a riser need a permit?

Short answer

Section 381.0065 requires a permit to repair or modify a system but doesn't name risers or lids, so the county health department decides which, if either, your job is. In the model a riser is $155 to $420 per riser installed, an estimate, not a quote.

How the county may class a riser job

A riser is a collar that brings the tank opening up to the surface. The statute's permit list runs to constructing, repairing, modifying, abandoning and operating a system, and the county health department tells you which of those, if any, fits your riser or lid job.

In the 17 counties DEP permits, its fee rule lists $55 for a permit for a new system, modification or repair, and a repair permit is good for 90 days. Elsewhere the county health department sets the total.

Who may touch the tank

You can fit a riser yourself on the owner-occupied single-family home you live in. That exemption covers registration only, so the permitting requirements still apply, and anyone you pay has to be a registered septic tank contractor or a plumber state-licensed under section 489.105(3)(m).

Pumping is separate work: DEP's FAQ says registered contractors and state-licensed plumbers pump tanks under an active service permit from the county health department.

A lid problem that cannot wait

Call right away
  • A tank lid is cracked, collapsed or missing, and the opening is exposed.
Can usually wait for a normal appointment
  • A buried lid that is intact and has simply been hard to find at pumping time.

Before the lid is touched

  1. Keep people and pets away from a cracked or open lid until it's replaced.
  2. Note the lid material and whether any part of the tank is exposed.
  3. Call the county health department to ask whether your riser or lid job needs a permit.
  4. Ask for the company's registration or plumbing license number.

Does a riser or lid need a permit?

The county health department's classification decides it. A repair permit runs 90 days, and a modification needs a permit too, so ask the office which one it'll issue for your riser or lid and what it charges.
