Septic rules in Saginaw County
Saginaw County runs its septic program under the Saginaw County Environmental Health Code, developed in 1974, amended several times, and last listed as approved on Nov 18, 2020. The code covers private wells as well as septic. We can cite no mandatory time-of-sale evaluation in the county's published code. The county offers a voluntary mortgage evaluation for buyers and lenders and a performance evaluation for owners, and says the health department is not required to do them.
A septic-only evaluation costs $440. The evaluator must locate the tank, expose the inspection port and pump the tank at the time of evaluation, and for systems installed without a permit, generally before March 1975, all four drain field corners must be uncovered. A residential septic permit is $585 and a tank-only permit $270, double if work starts without a permit, and an application should be acted on within ten days of a complete filing.
Permits last two years. The code sets 50 feet from a deep well, 100 feet from a shallow well and 75 feet from a lake, river or stream, with 10 feet to a property line. Installers register with the county, $155 for the initial class and $255 every three years, and owners may install their own system with a permit. An owner on an unfavorable site can appeal for a variance. Saginaw has 43,879 residents, and 92.8 percent of its homes predate 1980. The septic repair page lists comparable fees.
