Septic rules in Genesee County

Genesee County's Environmental Health Regulations, which took effect in January 1990 and were updated in October 2025, put septic work in the hands of the county health department, and a separate Sewage Disposal Construction Standard, with changes effective April 15, 2026, sets the design rules. The calendar is what stands out: field installations are barred from December 15 to April 15 unless the health department consents in writing. A new system takes two steps, a perc test at $220 whose results are valid five years, then a $220 septic permit, with a scaled site plan, and the health department inspects the tank and field before backfilling and must issue a certificate of inspection before anyone occupies the house.

A failing system needs a permit before any work, by a licensed installer, at $400 for a full replacement or $100 for a tank only, and the county asks you to check municipal sewer availability first. Installers pay $220 a year for a license and carry a $35,000 surety bond. We found no time-of-sale evaluation rule, only a records search at $5 an address, which comes with a warning that records are not available for every property.

Genesee has Flint, Burton and Fenton in our set, and Flint has 93.2 percent of its homes built before 1980. See septic inspection in Genesee County and the winter care guide.
