Septic tank risers and lids in Michigan: what EGLE advises and what the rules require

Short answer

A riser extends a tank opening up to ground level so a pumper or inspector can reach it without digging, and EGLE's advisory says to install risers on any tank opening that may need access. Michigan's Criteria require at least one 18-inch opening per tank compartment, brought to the surface under a secure cover. We found no Michigan price for a riser and no government source on whether a riser affects freezing.

What the EGLE advisory says a riser and lid should be

EGLE's Technical Advisory Council wrote an advisory in December 2008 on tank risers and lids. It recommends risers on every tank opening that may need access, typically 24 to 30 inches across and attached watertight to the tank. Lids should be waterproof, resistant to sunlight and corrosion, and gasketed, and a lid at ground level should carry a wheel load rating of at least 2,250 pounds. The advisory says a riser to grade makes inspection and pumping simpler and doubles as a visual reminder to the owner that the tank is there. Oregon State Extension makes the same point and adds that owners should mark the tank location so the openings can be found.

What a riser or lid costs in Michigan

The model puts installing a riser at $170 to $460 per riser installed and replacing a lid at $130 to $690 per lid. Both are estimates, not quotes, built from one published national range each and Michigan's septic tank servicer wage ratio to the US (1.00). The table also holds the servicer wage.

How we estimate costs: the Estimated range row is a model, not a quote. It takes one published national range for this job (a cost guide from a third-party site that we have not verified and do not cite) and multiplies it by Michigan's septic tank servicer median wage ratio to the US (1.00, BLS 2025 data). No permit or evaluation fee is added: the county rows are shown as the schedules print them. The wage and fee rows are what workers are paid and what a county charges, and neither is a price you will be quoted. We have not collected Michigan septic quotes, and one company's published pumping price is not a range. Your tank, soil and site move a real quote outside any range, so get written quotes. Advisory, rule and loan condition are three different things

The advisory is guidance, not a rule. The rule is in the Criteria for Subsurface Sewage Disposal: each tank compartment needs at least one 18-inch opening extended to the surface with a secure cover designed to keep surface water out. EGLE's loan program goes further for the work it funds: tanks, secondary treatment tanks and pump chambers must have a watertight riser to grade and a secured secondary safety component, and reused tanks must be upgraded. That binds loan-funded work only.

A missing or cracked lid is a safety problem

EGLE says after a flood not to leave a tank opening uncovered and to secure, repair or replace covers so that debris and people cannot fall in. Oregon State's warning about the inside of a tank is blunter: it produces gases that can kill a person within minutes, work on a tank should be done from outside, and nobody should climb in. Treat a broken or missing lid as an urgent repair, not a cosmetic one.

Who installs a riser, and what the rules say about permits

Michigan has no statewide license for riser work, and the state rules we can cite do not say if adding a riser needs a permit. Counties regulate alterations to septic systems, and Oakland County, for one, makes it unlawful to install, alter or repair a system without its license, so ask your health department before you hire.

When a lid problem cannot wait

Call right away
  • A lid is cracked or missing.
  • A tank opening is exposed after a flood, with water standing around it.
Can usually wait for a normal appointment
  • A tank buried with no riser: plan the work around your next pumping.
  • A lid that is faded but sound.

Before you call

  1. Find and mark the tank openings, or ask the county for the as-built drawing.
  2. Do not lift a lid yourself if you cannot get it back on, and keep children and pets away.
  3. Note the size and material of each lid and where it sits relative to the ground.
  4. Ask the installer for watertight attachment, a gasket and the load rating in writing.

Permits and licensing

We found no state permit for adding a riser, and the state rules we can cite do not say whether one is needed. Whether the county needs to approve one is a local question, so call your county health department first. The EGLE advisory is not a permit condition.

A tool for this job

Septic failure signs and drain field care

Pick the symptom that fits best and say when the tank was last pumped. The tool uses EGLE's definition of a failed system and EPA's guidance to say if you should call your county health department first or book an inspection, and it ends with drain field care that applies either way. It is a guide to the likely next step, not a diagnosis.

Questions people ask

Will a septic tank freeze with a riser?

Michigan and federal sources do not answer this. EGLE's advisory on risers and lids does not address freezing, so ask an installer about your tank's depth and cover.

How much is a riser for a septic tank?

Our estimate for installing a riser is $170 to $460 per riser installed, and for a lid replacement $130 to $690 per lid. Both are models, not quotes. The $24.85 an hour mean for Michigan septic tank servicers is pay, not a charge. Get a written quote that lists the riser, the lid and the labor.

Does Michigan require septic tank risers?

The Criteria require an 18-inch opening per compartment extended to the surface with a secure cover. EGLE's advisory recommends risers, and its loan program requires a watertight riser to grade on funded work.

What should a septic lid be rated for?

EGLE's advisory says a lid at ground level should have a wheel load rating of at least 2,250 pounds. It also says lids should be waterproof, UV and corrosion resistant, and gasketed.

Can I leave a septic lid off after a flood?

No: EGLE says to secure, repair or replace covers. An open tank is a fall hazard, and debris can get in.
