Septic rules in Ventura County
Connecting an ADU to an existing septic system in unincorporated Ventura County takes a Full Certification from the Environmental Health Division, priced at $1,171 on the FY 2026-27 schedule. The code also asks for at least 1,000 gallons of tank per dwelling unit. A Setback Certification is $415, and a Mini Setback $154. The division's Liquid Waste Program works out of the Resource Management Agency at 800 S Victoria Ave in Ventura, (805) 654-2494, and covers unincorporated land, not the cities.
The Los Angeles Regional Water Board approved its management program on May 4, 2018, and it took effect Aug 7, 2018. The septic rules themselves sit in Appendix H of the county building code, which the 2025 code, effective Jan 1, 2026, didn't change. A new conventional system costs $1,273 to apply for and $573 for the permit to construct, which pays for up to three inspections. Alternate systems run $2,424 and $677, with up to four.
Replacing only the tank or only the dispersal field is $367. Soils reports have to come from a California registered engineer, geologist or REHS, and a new or replacement system within 200 feet of sewer has to connect. As the county's program reads, its certifications follow added bedrooms, fixtures or a bigger footprint, and none is tied to a sale. Every pumper truck working here needs a division permit, a yearly vehicle inspection and monthly pumping reports. Questions about a pumper go to the inspection hotline, 805/477-7136.
The county's rules, line by line
- Who permits septic systems
- Ventura County Resource Management Agency, Environmental Health Division, Liquid Waste Program, 800 S Victoria Ave, Ventura; (805) 654-2494. The program covers unincorporated Ventura County; cities are not covered. Pumper inspection hotline 805/477-7136.
- Governing code
- Appendix H of the Ventura County Building Code; the 2025 code (Ordinance No. 4655), effective Jan 1, 2026, made no revisions to Appendix H. VCBC sec. 713 governs sewer connection. The county LAMP was approved by the Los Angeles Regional Water Board May 4, 2018 and took effect Aug 7, 2018.
- Inspection at sale
- Not confirmed. The county's LAMP and fee schedule name no point-of-sale requirement; its certifications (Full, Setback, Mini Setback) are triggered by added bedrooms or fixtures or a footprint expansion, not by property transfer (medium confidence).
- Permit steps
- Soils reports by a California registered engineer, geologist or REHS, with percolation test data, IAPMO-listed tanks, a 100% expansion area, and a slope stability study if dispersal is on a slope over 30%. A conventional Permit to Construct covers up to three inspections, an alternate up to four. New or replacement systems must connect to sewer if within 200 ft (VCBC 713.4). Connecting an ADU or JADU to an existing system needs a Full Certification and at least 1,000 gallons of tank per dwelling unit.
- Installers and evaluators
- No county registration of installers or designers was found (medium confidence); designs are by a California registered engineer, geologist or REHS. Every septic pumper truck needs a division permit to operate, an annual vehicle inspection and monthly pumping reports.
- Still to confirm with the county
- Areas of special concern include the Siete Robles Tract advisory, an Oxnard Forebay repair-permit notice, La Conchita, and the Ventura River watershed algae and nutrient TMDL.

Rules and fees change every year, so confirm a line with the health department before you rely on it. "No rule found" means the pages and code we have say nothing on that line, which isn't the same as the county telling you there's no rule. To compare counties, use the county rules lookup.
