Which tier your unit sits in
The OWTS Policy sorts systems by tier. Tier 1 covers new or replacement low-risk systems where no local program is approved, and Tier 2 is an approved local program. Tier 3 covers new or replacement systems within 600 feet of a listed impaired water body, unless a TMDL or the program's special provisions say otherwise, and Tier 4 takes in failing systems. Ask the environmental health office for your address which tier your unit falls under.
Aerobic system costs in California: one national range
Our model puts an installed aerobic system at $24,100 to $65,200 installed, an estimate, not a quote. One national range, scaled by the California operating engineer wage ratio, sets it with no California company price behind it, and county permit fees sit outside it.
Estimated range, not a quote: $24,100 to $65,200 installed. Built from one national published range, adjusted by the California operating engineer wage ratio (1.42). Seven California companies publish a septic pumping price or typical range (only two print a firm $450) and one a $350 inspection; the pumping range is the middle half of those pumping prices, and a single inspection price is too few to move that estimate. Installation prices from three companies (from $5,000 in the Central Valley to $20,000 or more in the Sierra foothills) are recorded in the price file and not used. Basis: no state company sample (no counted California company price for this job), national estimate only.
Estimated range. Built from national published ranges (1 source), adjusted by California's operating engineer wage ratio to the US (1.42, BLS May 2025). Not a quote. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
Who services one
Each Local Agency Management Program has to describe certification or licensing requirements for installers, designers, maintenance contractors and other service providers. Ask your county which of those apply to servicing an aerobic unit. CSLB's lookup then shows a contractor's license status, classification and bond.
Loan sources the State Water Board lists
The State Water Board's funding page names possible sources for private septic systems, USDA Rural Development programs among them. Section 14 of the OWTS Policy describes loan programs local agencies can set up, so ask your county whether it offers one.
Aerobic unit alarms that can't wait
- The unit's alarm is on and sewage is surfacing or backing up indoors.
- A routine service visit is coming due, with no alarm and normal drains.
Before the service visit
- Ask the environmental health office which tier and program apply to the unit.
- Ask which service providers the program accepts.
- Check the contractor's CSLB license status and classification.
Permits for an aerobic or alternative system
Ask the local agency what its program requires for your unit, including whether it asks for an operating permit or a service agreement.

Who may service an aerobic unit in California?
Each Local Agency Management Program must describe certification or licensing requirements for maintenance contractors and other providers. Check the contractor's CSLB license as well.
Does an alternative system need an operating permit in California?
Where a Regional Water Board has approved the county's program, that Tier 2 program supersedes Tier 1, so the county office answers for your address.
